Introduction

Brief history

In the Kerala Forest Department (KFD), the Forest Management Information System (FMIS) was established with financial support under the World Bank assisted Kerala Forestry Project (KFP), which was implemented from the year 1998 to 2003. FMIS was a sub-component of the major component “Strengthening Sector Management” of the KFP.

        The FMIS was envisaged under the  KFP  taking into consideration the responsibilities of the forestry sector, which have expanded manifold over the years. During the formulation stage of the KFP,  it was  observed that the KFD had either little data or its usage was  quite outdated for arriving at management decisions. FMIS was developed  for providing better information in an efficient  manner. It was basically intended to develop a centralized information database through computerization for  quick and quality decision making in day-to-day administration and management of forests by the  KFD. FMIS is also intended to reduce the delays in quick decision making. Information on forest management and departmental procedures which could be easily  computerized was identified and customized applications software was developed.

        It was conceived that FMIS would be set up throughout the KFD by integrating Management Information System (MIS) and Geographic Information System (GIS). The main purpose of the FMIS was to bring about improvements in the management functions of the KFD through  computerization and use of  state-of-art modern technology.

FMIS was established with the following objectives:

  • §  Facilitating  flow of information within the KFD Units;
  • §  Creating  efficient tools for strategic planning;
  • §  Faster and better decision making in a cost effective manner; and
  • §  Building capacity of the KFD employees  for  effective utilization of information technology.

FMIS Wing 

The present office of the Additional Principal Chief Conservator of Forests (FMIS) was initially part of the office of the Chief Conservator of Forests and Project Director, Kerala Forestry Project. The post of Conservator of Forests (FMIS) was upgraded to that of the Chief Conservator of Forests (FMIS) and subsequently to the level of Additional Principal Chief Conservator of Forests (APCCF) vide GO (Rt) No. 9889/2011/GAD dated December 30, 2011.

Functions of FMIS Wing

1  Computerization of the activities of  the KFD;

2   Procurement  of hardware and software for  the KFD;

3  Overseeing  maintenance of hardware and software;

6  Development of GIS and preparation of GIS atlases;

5  In charge of Preparation and implementation of  various FMIS modules;

4  Overseeing functioning of  internet connections and Local Area Networks in the offices of the KFD;

7  Hosting, managing and maintaining website of the KFD and launching of URLs for the subordinate offices;

8  Providing inputs of  trainings courses related to the GIS / FMIS; and

9 Liaison with  IT Department, NIC, BSNL, C-DIT, KELTRON and other Service Providers.

INCIDENCE MONITORING
SYSTEM (IMS)		Online system using web browser for posting daily incidents (offences or general) occuring in various ranges in Kerala. Posting of data is being done by Flying Squad divisions (8 divisions).
FOREST INTRANET SITEIntranet Site with various tools like Flora Search, Fauna Search, WPA Schedule Search, NR Nair Volume table query, Timber Volume calculator, Aranyam magazines, Address Book, Mobile Directory, etcSite is being used by Departmental users
MAPS MANAGEMENT SYSTEM (MMS)

 Online system for viewing maps designed by GIS wing. Maps related to offices and sub-offices can be viewed /downloaded by  respective offices

CAPTIVE ELEPHANT MONITORING SYSTEM (CEMOS)Information on 502 Captive Elephants of Kerala was captured. 

 

GIS

 

  • Updation of old maps, with present data obtained from the field.
  • Preparation of GIS Atlases for Territorial and Wildlife divisions
  • Preparation of maps for working plan divisions
  • Preparation of maps for Wildlife Management Plans
  • Preparation of Water Shed maps.
  • Fire incidence monitoring using Web fire mapper for entire forest area of Kerala. This include:
    1. Detecting fire points from the web fire mapper website.
    2. Locating it on the field with lat / long data.
    3. Informing to field officials.
  • Preparation of special purpose maps like; proposed roads through forest, proposed protected areas, other thematic maps as per the request of this department and other government departments, institutions etc.   

·         Site suitability analysis for constructing check-dams, truck-paths etc. Buffering works of those areas coming under various proposals submitted to the Government by the Department. Preparation of maps and calculation of area using GPS Survey data.

·         Preparation of new thematic layers by using ArcGIS and Erdas Imagine software.  Eg:-Vegetation type, tribal settlements, enclosure etc.

·         3D modeling by using contour and spot height data.

  • Processing of satellite imagery   (PAN images and LISS IV images) using Erdas imagine software to prepare the vegetation maps. 

Achievements:

1.      Base Map of Kerala prepared on 1:50000 scale

2.      Thematic maps for all Territorial and wildlife Divisions up to station level completed.

3.      Digitization of all rivers, streams and watershed of Kerala completed

4.       Layouts of Tribal settlements completed

5.       Fire Alert Management System Implement

                                                                    i.      A Fire Alert Management System was implemented

                                                                  ii.      Web Fire Mapper provides  round the clock lat-long values of fire occurrences. 

                                                                iii.      These are plotted in range maps and the alert sent to the concerned DFOs over their mobiles using Sancharnet Services.

6.      Digital Correction of thematic map updated from Wildlife Divisions.

7.      Digitization works of Vested forests.

8.      Supply of printouts of Administrative maps, Plantation maps, Settlement maps, etc., to Divisions, Ranges, Sections/Stations as per demand.

Future Plans

The activities being taken up during this year (2013-14) (apart from the regular activities), include

I. Development and implementation of the following online modules

 1. Wildlife Crime Database (Implemented)

 2. Departmental Vehicle Management System (Implemented)

II. Migration of the following modules to FOSS 

 1. Monthly Accounts System (MAS) & remaining 9 modules of FMIS 

 

III. Implementation of Online Citizen centric Services

 1. Few services have been identified to be made online for the public to get services from the Kerala Forest Department through an online        environment. 

 "Online Reservation for Agastyarkoodam Trekking" service was succesfully launched on Jan 11, 2014.

IV. Redesigning of Departmental Website 

VI. Proposed GIS Activities are as follows 

  • On-line GIS System with the help of KSDI (Kerala Spatial Database Infrastructure was launched on February 05, 2014.s This will help to make available the GIS data to all offices as and when it is updated and uploaded. 
  • GIS database for VFs, EFLs and Plantations of Kerala is proposed to be digitized at GIC.
  • Forest Type/Density mapping using Remote Sensing data of NRSA for the entire Kerala is proposed.
  • Updation of forest boundary and forest cover in the maps prepared in GIC using Google Earth Maps. 
  • Developing  Fire Risk Zonation Map for the entire state.
  • Developing forest cover change map for the entire state over a period.
  • More trainings in advanced GIS and Remote Sensing applications are planned for the GIS team.
  • GPS locations of fire occurrences , scenes of Offences , plantation sites, etc were projected on the Thematic layers and vulnerable areas identified for better protection and management.
  • Developing GIS Atlases for all the Territorial and Wildlife divisions of Kerala.
